Brought a set of these recently...much cheaper than the BMW's and fine quality:

They're still pretty expensive though! 
If you're not over bothered about badges or looks, go to a surplus store and you can get "bergen sidepouch liners" which are completely waterproof stuffsacks for the panniers.  You can get bergen main body liners or canoe stuff sacks for the top box too.  Ive been using them for years (mainly because I'm from yorkshire and they're free from work).  Ridden through some proper maelstroms and never had damp gear.
Cheaper and probably more effective than even BMW kit, considering what army gear is designed for!

................ and what is wrong with Sainsbury's Bags for Life Huh? Wink Wink - well made, sturdy, waterproof, have convenient carrying handles, comes in a range of fashionable colours/patterns and they fit very nicely inside the panniers and top boxes Smiley Smiley

Another more cost effective than bike manufacturer's products are Kathys Bags (no remarks please  Grin)

I have them and they fit the RT panniers precisely with lots of nice touches - the blurb says:

"Each big compartment opens around three sides for easy access with its own 2-way zip. There is a an external zipped pocket on one side which, when face-up in the top case, is readily accessible when the lid is open"

but they also have an inside zipped pocket.  I can't fault the JS bag solution for price but Kathys Bags make life so much easier. Really well made, and in a lovely part of the world too.

Or you could always buy a Kawasaki Versys which has waterproof luggage!!

As have the BMs!!! 

But using a pannier liner means you can take your stuff wherever you are going without taking a wet/dirty pannier with you - or risk the contents falling out of a split carrier (they do not make carriers like what they used to).  I had my doubts about them, but having used them on a recent tour now see the benefits.
